The process to set out a qualification is centralised and it is performed by CPC and CPNE. In the higher education the Universities are independent. In case a qualification is implemented without the CPC's formal approval it is necessary to get the endorsement by the CNCP in order to allow the registration in the RNCP (Repertoire National des Certifications Professionnelles).
The training programmes and curricula are set out according to the students' typology and the internal organization of the training centre.
